Cleburne ISD Fails Highly Qualified Teacher Standard August 23, 2007 Cleburne ISD failed the Texas Highly Qualified Teacher Standard for 2006-2007. The state standard is 100%. In Cleburne, a total of 28 classes were taught by five teachers who did not meet state standards. In contrast, other area schools had 100% for both categories. These schools are Keene, Joshua, Burleson, Alvarado, Grandview and Granbury. The only other area school that had less than 100% was Crowley. Crowley came in at 99.7% for regular classes and 100% of special ed classes. The standard measures the percentage of Highly Qualified (HQ) teachers, meaning they are are certified teachers or have passed a subject-knowledge test. Data submitted by CISD to the Texas Education Agency showed that 12 high school science classes were taught by non-HQ teachers, one Special Ed class was taught by a non-HQ teacher, and 15 elementary classes were taught by non-HQ teachers. Cleburne's total percentages were 98.98 % for Regular Classrooms and 99.32% for Special Education Classrooms. The Cleburne Times Review quoted Superintendent Damron as saying the failure was because four students were absent and CISD will appeal. The AYP report for all Cleburne campuses lists performance in reading, math, graduation rate and other data for 2006-2007 compared to the 2005-2006 year.
